Phil, in his original universe, has been living with no consequences at all. He's developed lots of bad habits that will probably fall under the "villainy" category until he's successfully rehabilitated. He also has some mental health issues and takes psychiatric medication. 

Some Phil-related permissions may (hopefully rarely) include: 

• Theft
• Rudeness
• Drug use (prescription and otherwise)
• Alcoholism
• Assault (not with intent to permanently injure, but he may be quick to throw punches)
• Drunk driving
• Suicidal ideation
• Unreality
• Destruction of property
• Sexism / Pickup artistry
